An Initiative to Separate Public and Private Healthcare Sectors

As part of the "Health Democracy" project and with the support of the National Endowment for Democracy (NED), the Aran Organization for the Development of Civil Culture organized a focused discussion panel on August 19, 2025, at the Titanic Hotel in Sulaymaniyah. The event aimed to address the separation of the public and private healthcare sectors.

The discussion was attended by Members of Parliament, Dr. Fatih Sangawi and Dr. Omed Ali, along with several hospital directors and heads of health departments in Sulaymaniyah. Notable attendees included:

Hawzhin Othman, Head of the Sulaymaniyah branch of the Health Workers' Syndicate and Deputy Director of Shorish Hospital.

Dr. Soran Omar Hama, Assistant Director-General of Health in Sulaymaniyah.

Dr. Koyan Zahir, Director of Dr. Jamal Ahmed Rashid Pediatric Hospital.

Dr. Zhwan Sharif, from the Private Sector Inspection Department of the Sulaymaniyah Directorate of Health.

Dr. Vian Saadi Sheikhani, Head of the Obstetrics and Gynecology Department at Shorish General Hospital.

Participants discussed various strategies to separate the two sectors, highlighting that the current overlap has caused significant harm to the public sector, citizens' interests, and the overall delivery of healthcare services.

Attendees provided their feedback and insights on a draft proposal prepared by the Aran Organization. Ultimately, the proposal was enriched with numerous recommendations from the participants. Following further discussions, the project will be developed into a legislative bill and submitted to Parliament for consideration.
